February 11, 2025 Elon Musk Department of Government Efficiency United States Government Dear Mr. Musk:
Thank you for working to identify ways that President Trump and Congress can cut the wasteful government spending that undermines the American people’s way of life. As you wrote last year in the Wall Street Journal, “voters decisively elected Donald Trump with a mandate for sweeping change.” In turn, President Trump entrusted you with the Department of Government Efficiency (DOGE) and a mandate from the American people: “to cut the federal government down to size.”1
You promised then that “DOGE will help end federal overspending by taking aim at… nearly $300 million to progressive groups like Planned Parenthood.” For the sake of the American people and generations yet unborn, the time has come for the United States to finally defund the largest abortion provider in America.
Hiding behind a facade of women’s healthcare, Planned Parenthood ended the lives of 392,715 babies in 2022, according to its most recently available report. Despite what the organization’s moniker suggests, parenthood preparation activities (such as prenatal services, miscarriage care, and adoption referrals) account for less than 2% of its ‘pregnancy resolution’ services. In fact, Planned Parenthood aborted more than 220 babies for every child they referred for adoption, a number that has only continued to trend up since 2010—even as total services declined.2
According to the Government Accountability Office (GAO), Planned Parenthood Health Centers received about $22 billion in Department of Health and Human Services (HHS) grants and $53 billion in payments from public health coverage programs from 2019 to 2021. Planned Parenthood Federation of America affiliates received $148 million in HHS grants and $1.5 billion in Medicare, Medicaid, and CHIP payments, with an additional $108 million or so for Planned Parenthood’s regional organizations.3 Shockingly, taxpayer dollars comprise 34% of Planned Parenthood’s overall revenue—another number that has grown unchecked over the last decade and a half.4
We’ve long believed that a society can be judged by how we care for our most vulnerable: the aged, the infirm, the disabled, and the unborn. While we are grateful for your work eliminating waste, fraud, and abuse throughout the federal government, we truly believe that the opportunity to defund Planned Parenthood may be yours and President Trump’s greatest moment. Hundreds of thousands of innocent, unborn Americans depend on you.
We look forward to working with you, DOGE, and President Trump to finally defund Planned Parenthood.
