AAF: Calling Balls and Strikes on $95 Billion Foreign Aid Package
The Good — Rearms Ukraine, Resupplies Israel, and Hardens Taiwan
• $48 billion for Ukraine - Resupplies Ukraine’s war effort, through American businesses, without wastefully funding Ukrainian pensions, replenishes American weapons stock, and requires an explicit strategy and benchmarks for Ukrainian victory. o $20 billion - of this would go toward replenishing U.S. stock. • $11 billion for Israel – including $4B for missile defense and $1.2B for the Iron Beam. • $4.8 billion to deter China – $1.9B to backfill U.S. weapons sent to Taiwan. • Defunds UNRWA – Blocks any funding in the bill and previous bills from going to the
United Nations Relief and Works Agency, a Hamas collaborator. The Bad — Continues to Fund Non-Lethal Aid.
• 10% of funding goes to non-lethal aid for foreign countries.
o Provides $7.85 billion in "direct budget support” to Ukraine and $1.6 billion to prop up Ukraine’s future economy. o Europe should provide humanitarian aid so the U.S. can provide tanks, F-16s and artillery shells. o Read: Pence in WSJ: Only Weapons Can End the Ukraine War o Balloons the budget of the Nonprofit Security Grant Program at FEMA.
▪ FY23: $305 million. This bill: $400 million.
The Ugly — Blows Out Spending Agreements, Does Not Secure the Southern Border, Ultimately Funds Hamas, and Does Not Stop Biden From Undermining Israel.
• The Schumer-Johnson budget deal set an overall spending level of $1.59 trillion in
FY24. This $95 billion package would blow past the agreement.
o Not one penny is paid for. See: AAF’s Israel pay-for memo. • Does not include H.R. 2.
o Secures foreign borders, but not our own. • Continues to fund “aid” organizations in Gaza, eventually funding Hamas. • Doesn’t restrict President Biden’s ability to dictate Israel’s military strategy.
