AAF: Emergency Israel Aid Should Be Offset
Topline: The United States must remain steadfast in its support of Israel’s war with Hamas, even while ensuring that all emergency spending is completely paid-for.
Stop President Biden From Undermining Israel: • Any Israel aid package that becomes law must restrict President Biden’s ability to undermine
Israel in order to appease his anti-semitic left-wing base.

Israel Aid Offset Options: 1. Defund the United Nations • The U.S. contributed $12.5 billion to the U.N. in 2021, including its Population Fund and the
antisemitic UN Relief and Works Agency for Palestine Refugees in the Near East (UNWRA). 2. The Eliminate Congressional Slush Funds Act introduced by Rep. Chip Roy • Rescinds $22 billion from the Department of Commerce Nonrecurring Expense Fund. 3. USDA Spending Accountability Act introduced by Senator Chuck Grassley • Prevents the Commodity Credit Corporation from dispersing funds not authorized by Congress
and saves $8 billion over 10 years. 4. The Medicare and Medicaid Improvement Funds • Most recently used as a pay-for for the Lower Costs More Transparency Act. • Established in 2008, these funds have never spent money. • According to the CBO, the fund has $7 billion to spend in 2028 and following years. 5. Eliminate the Inflation Reduction Act’s Climate Change Tax Credits • JCT found that these tax credits would cost $570 billion over the next 10 years.
6. Rescind other nonrecurring expense funds hidden throughout the Executive Branch • Department of Homeland Security Nonrecurring Expenses Fund - $3.1 million • Department of Health and Human Services Nonrecurring Expenses Fund - $1.7 billion • Department of Education Nonrecurring Expenses Fund - $6.7 million • Commerce Nonrecurring Expenses Fund - $22 billion • Agriculture Nonrecurring Expenses Fund - $30 million
