AAF: Calling Balls and Strikes on the $1.2 Trillion Spending Bill

(Defense, FSGG, Homeland, LHHS, LegBranch, SFOPS)

TOPLINE – The so-called ‘minibus’ contains thousands of pages of text and supporting documents. Given that Congress is providing less than the agreed-upon bare minimum of 72 hours to read and digest legislation, these are just some of the good, bad, and ugly provisions across the package. There are likely many other concerning items contained within.

THE GOOD — More defense, fully funds Israel, arms Taiwan, and defunds UNRWA.

• Maintains full funding for Israel at $3.3B. • Increases troop pay by 5.2% and defense spending by $27B (to $825B). • Includes $300M in Foreign Military Financing for Taiwan. • Cuts DEI and climate agenda spending. • Defunds UNRWA and the UN Commission of Inquiry against Israel. • Defunds the House DEI Office.

THE BAD — Wasteful spending, diversity training, & other countries’ border security.

• Up to $880M to secure the borders of Jordan, Lebanon, Egypt, Tunisia, & Oman.

o Sec. 8110 & Sec. 8126 • $100M for “training for diversity” inside the Health Resources and Services

Administration. • $119M to “combat the transnational threat of wildlife poaching and trafficking.”

THE UGLY — Funding for transgenderism, late-term abortions, anti-Israel advocacy.

• $32.5M for the pro-abortion United Nations Population Fund. • $200M for “gender equity and equality action.” • $1.8M for a Rhode Island hospital that provides late-term abortions. • $1.1M for “climate resilience & equity” in Boston, MA. • $1M for Inner-City Muslim Action Network, which has called Israel an apartheid state. • $850K for Residential Youth Services & Empowerment, which provides resources like

the Trevor Lifeline, encouraging children to conceal information from their parents. • $845K for Envision: You, CO – an organization that hosts drag shows. • $400K for Briarpatch Youth Services, which gives children transgender binding and

tucking clothing without their parents’ knowledge or consent. • $400K for Garden State Equality, a pro-trans group that provides “free” binders & gaffs.
