At the end of the year, President Biden signed a $1.7 trillion omnibus spending package. The bill includes
$772.5 billion for nondefense discretionary programs, $858 billion in defense funding, roughly $47
billion in fresh aid to Ukraine, more than 7,200 earmarks costing over $15 billion, hundreds of millions
for gender, equity, and climate initiatives, and much more. The bill marked a continued rejection by the
Biden-Harris administration to listen to conservative demands for spending cuts. The over 4,000 page
monstrosity includes countless shocking provisions, such as a Malthusian allocation of over $575 million
for “family planning in areas where population growth threatens biodiversity or endangered species.”
