President Biden used an executive order to further expand the federal government’s role in elections and diminish the authority of the states. The executive order put forth the assertion that, “It is the responsibility of the Federal Government to expand access to, and education about, voter registration and election information, and to combat misinformation.” The order instructed the heads of all federal agencies—including agencies that have nothing to do with elections—to “evaluate ways in which the agency can, as appropriate and consistent with applicable law, promote voter registration and voter participation.” This directive includes strong encouragement for each agency to register voters and create ways to distribute vote-by-mail ballots in the course of other, unrelated activities.
